Following are some legal issues to keep in mind.
USA
Legal for possession and use. Export? Depends, but in general it makes more sense to put a foreign user in touch with a foreign GPG distribution site.
Everywhere Else
Depends on the jurisdiction. Policies range anywhere from no policy to a firing squad for anyone who gets caught with a copy. In general, police states are hostile toward it. In fact, a good way to find out whether you live in a police state is to find out what your nation’s crypto policy is (although this is modified in some cases by knowledge of just how important crypto is to a modern information-technology’s economic health).
