Introduction
Decentralized development often focuses on product enhancements. These can include word processing macros and templates, automated spreadsheets, and local database systems. Since enterprise IT systems tend to use locked environments, it's important to ensure that they'll continue to support local development, since most local developers won't have installation rights. Thus, IT must design and support a decentralized development system (DDS).
