"XSL Transformations," by Steven Holzner, provides a good starting point, explaining from the beginning the process for creating an XSLT style sheet.
"Transforming XML with XSLT and ASP.NET," by Dan Wahlin, is a thorough discussion of the topic that includes not only information on creating style sheets, but also on performing the transformation using C#.
"Using XSLT To Serve Content to Multiple Devices," by Daniel K. Appelquist, is a great article describing how XSLT helps you to serve multiple constituencies with the same content. It's not a programming article, but instead focuses on the "why" and describes a methodology that can simplify your life tremendously.
"An XML and RSS Overview," by Kevin Meltzer and Brent Michalski, a sample chapter from Writing CGI Applications with Perl, (Addison Wesley Professional, 2001, ISBN 0201710145) explains how to create and use an RSS feed using Perl.
Books
XSLT and XPATH: A Guide to XML Transformations (Prentice Hall PTR, 2001, ISBN 0130404462), by John Robert Gardner and Zarella L. Rendon, provides an in-depth look at XSL Transformations. It doesn't assume that you already understand XML, and it doesn't require other types of programming skill. It starts at the beginning and provides a thorough look at some of the more in-depth capabilities, providing examples for common problems such as producing multiple pages from a single document and grouping items together. Visual Basic Programmer's Guide to the .NET Framework Class Library by Lars Powers and Mike Snell (Sams, 2002, ISBN 0672322323) includes a chapter on the XSL Transformation- and XPath-related classes in the .NET framework. (Preview this book on Safari)
XML Primer Plus by Nicholas Chase (Sams, 2002, ISBN 0-672-32422-9) includes a look at XSL transformations in a number of different languages, including Visual Basic .NET. (Preview this book an Safari).
XML and Web Services Unleashed, by Ron Schmelzer, Travis Vandersypen, Jason Bloomberg, Maddhu Siddalingaiah, Sam Hunting, Michael Qualls, Chad Darby, David Houlding, Diane Kennedy, looks at RSS in the context of content management.
Documentation
XSL actually involves a number of different Recommendations, some of which (such as the original XSL Formatting Objects Recommendation) are not related to actually transforming a document. The W3C maintains a main XSL page, but for transformations you'll want to look at the XSLT 1.0 Recommendation and the XPath 1.0 Recommendation.

RSS is a defacto standard, so it's difficult to find "official" documentation. RSS was created by Netscape, however, so they currently host all of the DTDs for RSS 0.9, RSS 0.91, and RSS 1.0. Netscape also hosts a description of the RSS 0.91 spec. Userland, which is largely responsible for RSS 0.92, hosts the RSS 0.92 specification. RSS has been "donated" to the Berkman Center, where you can find the "official" RSS 2.0 specification, but check out this piece, which gives you some idea of just how "official" these specs really are.
