The structure in Figure 12 is like having your own applications development staff for the infrastructure group. The only difference is that this group is smallusually two or three people. Their main purpose in life is to focus on major initiatives (for example, rolling out Microsoft Exchange around the world). The staff (permanent employees) should remain small. If for any reason the project is much larger in scope than this group can handle, consultants should be hired. In some shops I recommend this, and in others I don't. That's because sometimes the group has a tendency to grow too large. The individuals for this group are very senior technical staff, with a background in systems administration, applications development (Java, C+, etc.), and project planning.
