One of the most important pre-requisites of an effective business continuity program is a thorough business impact analysis (BIA). A BIA assesses, to varying degrees, the operational and financial impact of sustained outages to critical business processes. The intent of a BIA is to enable managers to mitigate the adverse impacts of such outages by developing recovery strategies based on the urgency of critical processes to be recovered. But BIAs often fall short in delivering meaningful analyses that IT managers need to develop responsive recovery strategies. Why is this so? Why do so many BIAs begin with the best of intentions only to end with the worst of results? There are a variety of reasons that can cause this to happen, and I have listed the 12 most common of these in Figure 1. In this segment I will discuss the first six of these and offer suggestions on how to avoid them.
- Lack of clearly defined scope. The scope of a business impact analysis (BIA)
pertains to the number of business units, such as Finance, Administration and
IT, that will be participating in the effort. The number of business units
dictates how many departments within the company will be contributing to this
endeavor, which in turn determines how many individuals that BIA planners will
interview to collect the necessary data for the analysis. The reason this is
important is that the number of interviews directly affects the amount of time,
effort, resources and expense that will be needed to complete the BIA. Many
companies that attempt to conduct a BIA do not clearly define the scope of the
project and consequently end up with costs, schedule and quality that is far
different from what they originally intended. This results in the BIA ending up
incomplete, over budget, behind schedule, or some combination of these three.
The best way to avoid these types of problems is to firmly determine the scope
of the effort among all principal parties at the outset, and to work within
those parameters.
1. Lack of clearly defined scope.
2. No agreement on level of details.
3. Marginal executive support at kickoff.
4. Poorly designed survey forms.
5. Inadequate preparation for interviews.
6. Over-emphasis on value rather than urgency.
7. Too much focus on tools instead of process.
8. Ineffective interviewing techniques.
9. Little thought of risk assessment.
10. Insufficient analysis of results.
11. Tedious presentation of results.
12. No timely follow-up of results.

- No agreement on level of details. Another common mistake associated with
BIAs is the failure to agree upon the level of detail that analysts should use
in compiling the data. This level of detail can span an entire spectrum. On one
end, some BIAs will contain relatively little detail to provide a higher-level
executive view of the analysis. On the other end, and far more prevalent, are
BIAs that include for each business process its corresponding input
dependencies, output dependencies, recovery point objectives, recovery time
objectives, and financial impacts. The common mistake here does not involve
selecting the right or wrong level of detail – what's appropriate for
one company may be totally inappropriate for another – but rather failing
to reach agreement among all relevant parties as to what level of detail best
meets the requirements that are driving the BIA in the first place.
A related mistake in this regard can occur if the agreed upon levels of agreement are not effectively communicated to the planners conducting the BIA and tot eh many interviewees participating in the effort. Poorly understood levels of details can end up in inconsistent results and wasted efforts, particularly if more detailed is required once the BIA is well in progress. The best way to avoid this mistake to is reach total consensus among all stake-holders and decision-makers associated with the BIA as to the level of detail required and expected. The combination of the scope and level of detail of a BIA is frequently referred to as it breadth and depth.
- Marginal executive support at kickoff. One of the factors that most
influences the relative success of a BIA is the degree of executive support
offered at the outset. The kickoff process usually consists of two parts: a
widely distributed email and an initial presentation. The email should come from
the highest level executive sponsoring the BIA and should be distributed to all
parties who will be participating in the effort. The email should emphatically
voice the executive's support for the project and insist on the support of
al participants, particularly during the interview process.
The initial presentation should be given to the sponsoring executive and his or her direct reports who will be involved in the process. It is important that the executives demonstrate their support and interest at this meeting, and ask any questions about how the BIA will likely be conducted. The mistake many companies make at this point is not having strong enough executive support at the outset. A BIA by nature is a labor-intensive endeavor, and not having upper management support will only hinder the process. The best way to avoid this mistake is to ensure all sponsoring executives are firmly onboard with the process; otherwise the BIA should be delayed until such support is evident and demonstrated.
This concludes the first segment of this four part series on the 12 Common Mistakes That Cause BIAs To Fail. This segment covered the first three of these. In the upcoming second part I will discuss the next three of these mistakes involving:
- poorly designed interview forms
- inadequate preparation for interviews
- over emphasis on value rather than urgency
